PN-390 | California Tribal Funding & Economic Development

To: All California Tribal Nations, Federal Agencies, State Officials, and Interested Parties

1. Purpose and Authority

This Public Notice establishes the comprehensive framework for California tribal funding and economic development under the authority of the Agency Tribal Nations (ATN), operating as a sovereign entity recognized under the United States Constitution, various federal treaties, and the Indian Self-Determination and Education Assistance Act (Public Law 93-638).

2. Tribal Funding Mechanisms

The Agency Tribal Nations hereby establishes the following funding mechanisms for California Native American communities:

2.1 Sovereign Development Fund

A dedicated fund established within the Treasury Financial Manual framework for tribal economic development, infrastructure, and community programs. This fund operates independently of state jurisdiction and is collateralized by federal land valuations and verified federal allocations.

2.2 Infrastructure Development Grants

Grants available for tribal infrastructure projects including housing, transportation, water systems, and community facilities. Funding is sourced from federal allocations and administered through the tribal sovereign banking system.

2.3 Economic Development Loans

Low-interest loans for tribal businesses, agricultural initiatives, and industrial development. These loans are guaranteed by federal land assets and administered through the Agency Tribal Nations banking authority.

2.4 Education and Training Programs

Funding for tribal education initiatives, vocational training, and professional development programs designed to prepare tribal members for economic opportunities within their sovereign jurisdictions.

3. Fund Allocation Process

3.1 Application Process

Tribal nations may apply for funding through the Agency Tribal Nations Federal Contractor Office. Applications must demonstrate alignment with tribal sovereignty and economic development goals.

3.2 Review and Approval

All applications are reviewed by the Agency Tribal Nations Council and approved based on merit, tribal sovereignty protection, and economic impact potential.

3.3 Distribution Timeline

Approved funds are distributed within 30 days of approval through the Treasury Financial Manual compliant custodial accounts established for this purpose.

4. Federal Compliance and Oversight

All funding mechanisms established under this Notice operate in full compliance with:

  • Title 31 of the U.S. Code (Money and Finance)
  • Indian Self-Determination and Education Assistance Act (PL 93-638)
  • Treasury Financial Manual (TFM) requirements
  • Federal Acquisition Regulation (FAR) compliance
  • OMB Circular A-123 (Management's Responsibility for Enterprise Risk Management)

5. Tribal Sovereignty Protection

IMPORTANT NOTICE:

All funding programs established under this Notice operate within the sovereign jurisdiction of the Agency Tribal Nations and participating California tribes. State and local governments have no authority over these funds or their administration. Any attempt to interfere with tribal funding mechanisms will be considered a violation of federal law and tribal sovereignty.
