AGENCY TRIBAL NATIONS today issued Public Notice PN-480, formally publishing the Tribal Economic Development (TED) Bond Issuance Authorization Resolution unanimously adopted by the Mendocino Tribal Council on March 25, 2026. The resolution authorizes the issuance of TED Bonds under 26 U.S.C. § 7871(f) to finance the construction, development, and operation of the Mendocino Tribal Medical City on Mendocino Indian Reservation lands.
PN-480 publishes and gives public legal effect to the TED Bond Issuance Authorization Resolution (Ref: STN-TEDB/DEV 001.1) as the foundational financing instrument of Agency Tribal Nations' economic development program. It places federal agencies, financial institutions, underwriters, trustees, and the public on notice that the Tribe has invoked its statutory authority under 26 U.S.C. § 7871(f) to finance qualified tribal economic development projects through tax-exempt bond issuance.
TED Bond proceeds will finance essential infrastructure, clinics, hospitals, pharmaceutical manufacturing, and a medical college on tribal lands, including:
The TED Bond Issuance Authorization is the financing engine behind Agency Tribal Nations' long-term economic development strategy. Coupled with PN-470 (Cannabis Licensing 2026 — Schedule III Framework) and PN-460 (Board of Governance), PN-480 completes the financial-and-regulatory triad enabling Agency Tribal Nations to build sovereign infrastructure at scale. By formally publishing the resolution as a public notice, ATN puts capital markets, federal partners, and counterparties on clear notice that the issuing authority, project pipeline, and statutory basis are now in force.

The Tribal membership, the public, federal, state, county, and municipal actors, and any other interested party may submit a comment, objection, or response on this project, law, or initiative during the disclosure period.
