AGENCY TRIBAL NATIONS today issued Public Notice PN-500, formally announcing the Cherokee Express High-Speed Rail Infrastructure initiative — a sovereign tribal high-speed rail project designed to connect tribal nations with regional economies and federal trade corridors. Built on tribal sovereign land and operated under tribal jurisdiction, the Cherokee Express anchors a long-term vision for tribal-led transportation, freight, and passenger transit at interstate scale.
The Cherokee Express is the first sovereign tribal high-speed rail program of its kind: a dedicated rail backbone built and operated under tribal authority, designed for both passenger transit and freight movement, and engineered to integrate cleanly with regional and federal trade corridors. The project advances a tribal-led transportation model rooted in sovereignty, sustainability, and economic self-determination.
PN-500 publishes and gives public legal effect to the Cherokee Express High-Speed Rail Infrastructure initiative as an official tribal infrastructure project of Agency Tribal Nations. It places federal partners, capital markets, transportation agencies, freight operators, and the public on notice that the Cherokee Express program is now an active sovereign tribal infrastructure initiative under the planning authority of Agency Tribal Nations.
The Cherokee Express completes the long-distance transit layer of Agency Tribal Nations' infrastructure pillar. Where AmeriMetro (PN-490) anchors urban transit through the Smart Train Wheel within a single sovereign city, the Cherokee Express extends sovereign tribal rail across regional and interstate corridors, linking tribal nations to one another and to the federal trade network.
The Cherokee Express joins PN-470 (Cannabis Licensing 2026), PN-480 (TED Bond Issuance Authorization), and PN-490 (AmeriMetro Smart City) as the fourth pillar in Agency Tribal Nations' sovereignty buildout. With the regulatory framework, financing mechanism, and urban canvas already on the public record, PN-500 puts the long-distance transit and trade backbone in place — connecting the sovereign tribal economy to the broader interstate corridor system. Issuing the Cherokee Express as a public notice signals to federal partners and capital markets that tribal-led high-speed rail is now an active project, not a concept.
Public Notice PN-500 is effective April 7, 2026. The Cherokee Express High-Speed Rail Infrastructure initiative is hereby published as an active sovereign tribal infrastructure project. The Office of the Head Chief and the Board of Governance are authorized to advance planning, partnership, financing, and intergovernmental coordination consistent with the Cherokee Express project document.

This Public Notice is open for public comment for thirty (30) days from the date of publication. The Tribal membership, the public, federal, state, county, and municipal actors, and any other interested party may submit a comment, objection, or response on this project, law, or initiative during the disclosure period.
