AGENCY TRIBAL NATIONS today issued Public Notice PN-550, formally publishing the Master Project Plan for the Mendocino Indian Reserve Industrial Cultivation & Ancillary Canna-Business development. Prepared by Broad Range Energy, Inc. for the Mendocino Indian Reserve Tribal Council, the plan covers 2,000 gross acres of industrial cultivation on the 24,930-acre Mendocino Indian Reservation, established by President Franklin Pierce on May 22, 1856 and surveyed by the U.S. Surveyor General's Office on May 14, 1869.

Master Project Plan — Scope & Sub-Projects

Mixed-use project includes cultivation, processing, manufacturing, testing & sales of cannabis; security operations center; education and touring facility; restaurants. Sub-projects include:

  • Agriculture — farming and food production operations
  • Community — Police, Fire, Education, Forest Management
  • Cultivation — 2,000 dedicated acres of industrial cannabis cultivation
  • Education/Training — workforce development and vocational programs
  • Energy — solar, wind, biofuel — 40MW on-site generation
  • Entertainment — recreational and cultural venues
  • Hospitality — lodging and tourism infrastructure
  • Housing — residential development for workers and community
  • Medical — healthcare facilities and services
  • Security — Operations Center and reservation-wide safety
  • Transportation — road, logistics, and transit systems

1,100+ new jobs at initial buildout.

Regulatory Authority & Land Use

Mendocino Indian Reserve Council allows cultivation for medical and recreational use within Industrial Districts with Conditional Use Permit (CUP) and Medical Cannabis Regulatory Permit.

  • Zoning: Light Industrial (LI)
  • Building Coverage: 80% maximum — 20% Open Area
  • MAUCRSA (SB 94): Medicinal and Adult-Use Cannabis Regulation and Safety Act compliance
  • AUMA (Proposition 64): Adult Use of Marijuana Act compliance
  • Consistent with City of Ft Bragg General Plan

Infrastructure & Environmental Compliance

  • Water Conservation: 87% reduction in water usage through advanced reclamation systems
  • Sustainable Power: 40MW on-site generation (solar, wind, biofuel)
  • Telecommunications: Armored fiber optic network with private ISP
