AGENCY TRIBAL NATIONS today issued Public Notice PN-430, the "Agriculture of Economics," establishing a comprehensive tribal hemp production plan that provides full regulatory authority over hemp cultivation, testing, and compliance under treaty-based sovereignty. This 18-page document creates a complete regulatory framework aligned with USDA requirements while exercising tribal jurisdiction.

The plan includes detailed procedures for licensing, sampling, testing, and enforcement that meet or exceed federal requirements.

"PN-430 demonstrates that tribal sovereignty provides the most comprehensive and effective regulatory framework for agricultural development, particularly as federal hemp regulations face increasing uncertainty."

SCIENTIFIC TESTING METHODOLOGY

PN-430 specifies laboratory procedures that ensure accurate THC measurement:

Samples dried to 5-12% moisture content, milled through 1.5mm screen, separated into Test Specimen and Retain Specimen

Testing Standards:

Post-decarboxylation methods (gas/liquid chromatography) measuring total available THC from THC + THCA content

Quality Assurance:

Laboratory validation, measurement uncertainty reporting, and DEA reverse distributor compliance for disposal
