AGENCY TRIBAL NATIONS today issued Public Notice PN-430, the "Agriculture of Economics," establishing a comprehensive tribal hemp production plan that provides full regulatory authority over hemp cultivation, testing, and compliance under treaty-based sovereignty. This 18-page document creates a complete regulatory framework aligned with USDA requirements while exercising tribal jurisdiction.

The PN-430 document establishes Agency Tribal Nations as having primary regulatory authority over hemp production within its territory, in accordance with the 2018 Farm Bill and subsequent USDA regulations. The plan includes detailed procedures for licensing, sampling, testing, and enforcement that meet or exceed federal requirements.

PN-430 specifies laboratory procedures that ensure accurate THC measurement:
Samples dried to 5-12% moisture content, milled through 1.5mm screen, separated into Test Specimen and Retain Specimen
Post-decarboxylation methods (gas/liquid chromatography) measuring total available THC from THC + THCA content
Laboratory validation, measurement uncertainty reporting, and DEA reverse distributor compliance for disposal
Beyond regulatory compliance, PN-430 outlines a visionary economic development plan for the Mendocino Indian Reservation:
Target of 3,000 hemp farms across Mendocino County on tribal lands
Mixed-use development with docks, wharfs, hempcrete construction
